Enhanced Conversions for Google Ads: Setup Guide and Benefits

How enhanced conversions use hashed email and phone data to recover conversions Google Ads would otherwise miss, with setup steps for GTM and leads.

Enhanced Conversions for Google Ads: Setup Guide and Benefits
Quick answer

Enhanced conversions is a Google Ads feature that sends SHA-256 hashed first-party data, such as email or phone, with your conversions so Google can match them to signed-in users. It recovers conversions lost to cookie limits and cross-device journeys. Set it up via GTM, the Google tag or the API after accepting customer data terms.

Key takeaways
  • Enhanced conversions supplement your existing conversion tags with hashed customer data.
  • Use the web version for online conversions and the leads version when sales close offline.
  • In GTM, the user-provided data variable is the core of the setup.
  • Accept customer data terms and respect the ad_user_data consent signal.
  • Check diagnostics on the conversion action a few days after launch.

Standard Google Ads conversion tracking leans on cookies and click identifiers stored in the browser. When those are blocked, cleared or lost to a device switch, a real conversion can happen without Google connecting it to the ad click. Campaigns look worse than they are, and Smart Bidding learns from an incomplete picture.

Enhanced conversions is Google's answer to that gap. In this guide I explain how it works, the two different versions, how to set it up with Google Tag Manager or the Google tag, and the mistakes I see most often when auditing accounts.

What are enhanced conversions in Google Ads?

Enhanced conversions is a Google Ads feature that sends hashed first-party customer data, such as an email address or phone number, along with your conversion so Google can match the conversion to a signed-in Google user who clicked or viewed your ad. It supplements your existing conversion tags; it does not replace them.

"First-party data" here means information the customer gave you directly, usually in a checkout or lead form. Before it leaves the browser or your server, that data is hashed with SHA-256, a one-way algorithm that turns "jane@example.com" into a long fixed-length string. Google compares hashes with hashes. It does not need, and should not receive, plain-text personal data from you.

What is the difference between enhanced conversions for web and for leads?

Enhanced conversions for web improves measurement of conversions that happen on your website, while enhanced conversions for leads improves measurement of sales that happen later, offline, from leads your website collected.

Enhanced conversions for web Enhanced conversions for leads
Typical business Ecommerce, online bookings, sign-ups Lead generation with offline sales (services, B2B)
When data is captured At the moment of the online conversion At form submission, then matched later
What gets sent Hashed user data with the conversion tag Hashed user data at form submit, then an offline upload with hashed email or phone
Where the sale is recorded On the website In your CRM or sales system
Needs a GCLID stored? No No, matching uses hashed identifiers (GCLID still helps if you have it)

If you sell online, start with enhanced conversions for web. If your real revenue happens on the phone or in a CRM, enhanced conversions for leads is usually the bigger win, and it pairs naturally with the process I describe in offline conversion tracking from your CRM.

How do enhanced conversions work, step by step?

Enhanced conversions work by attaching hashed customer details to a conversion and letting Google match them against signed-in user data.

  1. A user clicks your ad and later submits a form or completes a purchase.
  2. Your conversion tag collects the email, phone number or name and address the user entered.
  3. The data is normalised (lowercased, whitespace trimmed, phone formatted) and hashed with SHA-256.
  4. The hashed data is sent to Google with the conversion.
  5. Google matches the hashes to signed-in accounts and attributes the conversion to the right ad interaction, including some cross-device journeys, which then feeds reporting and Smart Bidding.

What do you need before setting up enhanced conversions?

You need a working conversion action, a form or checkout that actually collects email or phone, and accepted customer data terms in your Google Ads account. Missing any one of these is the most common reason a setup never starts recording.

Pre-setup checklist:

  • A Google Ads conversion action that already records conversions correctly
  • Email and/or phone collected on the conversion page or form
  • Customer data terms accepted in Google Ads (you are prompted during setup)
  • A privacy policy that discloses sharing customer data with third parties for ads measurement
  • Consent Mode v2 configured if you have visitors from regions that require consent

On consent: under Consent Mode v2, the ad_user_data signal controls whether user data can be sent to Google for advertising. If a visitor has not granted it, Google's tags do not send their user-provided data, so enhanced conversions will only cover consenting users there.

How do you set up enhanced conversions with Google Tag Manager?

In Google Tag Manager (GTM), you enable enhanced conversions by giving your Google Ads conversion tag a "user-provided data" variable that contains the customer's email, phone or address. Google Ads also needs enhanced conversions turned on for the account or conversion action, and the exact location of that setting has moved more than once, so follow the current prompts in the Goals area.

GTM's user-provided data variable supports three ways of finding the data:

  • Automatic collection: Google tries to detect email and phone fields on the page. Quick, but less reliable on custom forms.
  • Manual configuration: you point each field to a CSS selector or a GTM variable. This is what I use most often.
  • Code: you push the values into the data layer yourself, which is the most robust option when you control the website code.

A typical data layer push on a successful form submission looks like this:

window.dataLayer = window.dataLayer || [];
window.dataLayer.push({
  event: 'generate_lead',
  user_data: {
    email: 'jane@example.com',
    phone_number: '+15551234567'
  }
});

Then:

  1. Create Data Layer Variables for user_data.email and user_data.phone_number.
  2. Create a User-Provided Data variable set to manual configuration and map those variables.
  3. Open your Google Ads Conversion Tracking tag, enable the option to include user-provided data, and select the variable.
  4. Fire the tag on the same generate_lead event.
  5. Test in GTM Preview mode and confirm the conversion request contains user data.

If you send plain values through the tag, the Google tag hashes them before sending. If you hash them yourself, use SHA-256 on the normalised value, and phone numbers should be in E.164 format (a plus sign, country code and number, no spaces).

Can you set it up without GTM?

Yes. If your site uses the Google tag (gtag.js) directly, you can enable automatic detection or pass user data in code using the user_data parameter. The Google Ads API also supports enhanced conversions, which suits developers who send conversions server-side. Some ecommerce platform apps and plugins also offer it as a built-in setting.

How do you set up enhanced conversions for leads?

Enhanced conversions for leads has two halves: capture hashed user data when the form is submitted, then upload the offline conversion later with a matching hashed identifier.

  1. Turn on enhanced conversions for leads in Google Ads and accept customer data terms.
  2. Capture user-provided data on your lead form, through the Google tag, GTM or the API, exactly like the web setup above.
  3. Make sure your CRM stores the same email or phone number the person entered on the form.
  4. Create an offline conversion action for the outcome you care about, such as "Qualified lead" or "Closed deal".
  5. Upload those outcomes with the hashed email or phone, using Google Ads Data Manager, a native CRM integration, scheduled uploads or the API.

How do you know enhanced conversions are working?

Check the diagnostics for enhanced conversions on the conversion action in Google Ads. They report whether data is being received and flag common problems such as poorly formatted data or low coverage.

I also confirm the tag fires only on real success, that coverage looks reasonable for forms that collect email (low coverage usually means a wrong selector or variable), and that consent behaves correctly when a visitor declines.

For a broader version of these checks, see my 30-minute tracking audit checklist.

What are the most common enhanced conversions mistakes?

The most common mistake is enabling the feature without confirming the tag can actually read the customer's email. Others I see regularly:

  • Firing on the wrong page. The user data exists on the form page, but the conversion fires on a thank-you page where the fields are gone. Store the values in the data layer before the redirect, or fire on the submit event.
  • Hashing twice or hashing badly. Hashing an already-hashed value, or hashing without trimming and lowercasing, breaks matching.

When I implemented enhanced conversions for TalkBar, it was part of a wider rebuild: GTM as the central hub, Google Ads conversion actions for calls, reservations and form submissions, and everything validated in Preview mode and GA4 DebugView before going live.

Final thoughts

Enhanced conversions is one of the lowest-effort, highest-value tracking upgrades available in Google Ads, as long as it is set up on clean conversion actions with proper consent. If you want it done properly, take a look at my advanced conversion tracking service or book a free tracking audit.

FAQ

Frequently asked questions

Are Google Ads enhanced conversions GDPR compliant?

Enhanced conversions can be used in a compliant way, but compliance depends on your setup. You need a lawful basis, a privacy policy that discloses the data sharing, and consent handling such as Consent Mode v2 so user data is not sent when ad_user_data is denied. Get legal advice for your specific situation.

Will enhanced conversions increase my reported conversions?

Often, but not guaranteed. Enhanced conversions can recover conversions that cookie-based tracking missed, so many accounts see more attributed conversions. How much depends on how many converters share an email or phone that matches a signed-in Google account.

Which customer data fields work best for enhanced conversions?

Email address is the most useful single field. Phone number helps as an additional identifier, and full name with address can be used as well. Sending more than one identifier generally gives Google more chances to find a match.

How long does it take for enhanced conversions to show results?

Diagnostics usually need a few days of data before they show a clear status. Any improvement in reported conversions and bidding builds gradually as more conversions are matched, not overnight.

Can I use enhanced conversions together with GA4 conversion imports?

Enhanced conversions apply to Google Ads conversion actions, so they are typically set up on Google Ads tags. If you rely on conversions imported from GA4, check Google's current documentation, because support and settings for user-provided data in GA4 differ from native Google Ads tags.
